Pokemon was never hard. Has nothing to do with "levels" but access to skills, IVs, abilities, and natures.
I mean it's been a thing to beat pokemon games with a level 1 pokemon as the joke that this game has no difficulty.
We don't have a difficulty system that is reliant on natures, IVs, EVs, abilities, and items.
