This is Dewgong. Dewgong is a pokemon that’s been overshadowed in both viability and popularity by Primarina, Lapras, Cloyster, and Walrein. It was cut from Sword in Shield, despite being part of the original 151, and never having a chance to shine in the meta game. It’s Poke Dex entry says that it enjoys sleeping in cold places, perhaps from being such a fat, lonely seal.
