Yeah, Pokemon like Beedrill are overall shit, but they were designed to at least be good in the early game. It evolves quickly and has good stats at the point you obtain it. Then as Pokemon start to evolve later, it then gets less useful.
Pokemon like Burmy are shit from the getgo, and then evolve into a shitty Mon where at the point they evolve after you babysat it for 15-20 levels, it's already outclassed.
Of course not every Pokemon is going to be top tier, or even meant to be top tier, but they should at least be viable from the point you obtain them and not be an exercise in frustration.
