This only further prove that Ho-oh is best legendary, so yes.
Though I guess Zacian and Zamazenta are also up there for 'the cyan' and 'the magenta' shiny.

Whenever I see Ho-oh's shiny form, I always picture that one Berstain Bears book. Specifically the one where the lesson was not to lie. The two cubs keep lying to the parents about how they broke a vase while the parents were out of the house. They mention that a bird flew in and knocked it over. Their description of the bird looks like the shiny form of Ho-oh.
