What are some Pokémon that, despite however much time has passed, have never suffered from power creep and are just as viable today as they were when they were introduced?

UU means usage, not viability. Gengar has always been a relevant threat, and will likely continue to be a threat for the forseeable future. It's very powerful, unpredictable, and is a shillmon so it will always get attention to ensure it's usability.
