Nothing suggests that she's a negro besides her skin color (which isn't even exclusive to nogs). Meanwhile, it makes the most logical sense for her to be of Indian origin/Indian Inspired seeing as Galar is basically PokeUK. We also have Raihan who's another quite obvious Indian gym leader.
