It's Japanese name is Nyaiking, Nya (meow) and Viking, referencing the invaders of the United Kingdom that Galar is loosely based on. Galarian Meowth were raised to be warriors with sharp claws, so they did not care for their appearance or cleanliness, which explains their scraggly fur and black koban. Kantonian and Alolan Meowth, however, were spoiled, pampered, and meticulous cats obsessed with their physical appearance. Persian is based on luxury and royal cats to show their entitlement. In other words, Meowth from other regions would never evolve into Perrserker, and Galarian Meowth would never evolve into the classy cat, Persian.
That is just one example. Another would be Galarian Mr. Mime, which abandoned pantomiming for performance tap dancing and comedy. Mr. Rime is based on Charlie Chaplin, a famous comedian who used dancing in his situational humor. Mr, Mime from other regions would never take up dancing or comedy, so they do not experience the conditions needed to evolve into Mr. Rime. On a looser note, Mr. Rime and its Japanese name, Barikoru, reference frost and coldness, respectively, which are phenomenon brought about by its Ice-type. Kantonian Mr. Mime never develop ice abilities.
Obstagoon is a reference to the X symbol, which means obstruction or something being blocked off. The whole family references lines, with Zigzagoon being a zigzag and Linoone being a straight line. These Pokemon tend to move according to their line, with Zigzagoon moving zigzag and Linoone just moving straight ahead, but Obstagoon is just an obstruction of one's running path brought by two lines crossed together into an X. Obstruction is shown as a negative thing and often done by criminals to block one's path from progression. This explains why the Team Yell grunts use the Galarian Zigzagoon line. In other words, the Zigzagoon and Linoone from Galar become malicious enough to block others.
