seriously, why couldn't it have a passable speed stat with a typing like that. it's not like the fucking thing would've been broken. base 80 or 90 with timid could've worked with quiver dance

Frosmoth is doing pretty well in UU apparently. I've seen it on some of the top teams and it's one of the viable gen 8 mons there.

The only reason for them NOT to is that they wanted this thing to fail. Something that is pretty evident, given all the flaws it has, and the things they refused to give it.
