You can argue that other offensive moves like Earthquake and Knock Off are just as mindless, but both moves have glaring flaws that prevent them from being easily spammable. Scald does not have a noticeable downside, aside from not being able to hit Pokemon with water/status nullifying abilities, and it just so happens to be on a type that is already extremely good competitively. The low, yet oddly common 30% chance to burn means that you get a free status alignment on any Pokemon that is unfortunate enough to get hit by a bad roll, especially if they're a physical attacker, and for a move that has a much higher chance of burning Pokemon than most Fire type moves, it just feels like a spit on the face whenever you or the opponent gets burned. What's made worse by Scald's existence is that Water is already a decent type offensively, only stopped by Grass and Dragon types, which can be dealt with by Water types being able to learn Ice Beam for some godforsaken reason, and itself.
