Game freak made the same kind of maps they have been done since the 90s but now with 3d looking areas behind invisible walls.
At least with Zelda-like bird's eye camera it wouldn't be as jarring as trying to do modern camera and presentation on outdated level design

Graphics don't mean shit if the content is good. Look at rom hacks like Gaia, that use gen 3 graphics but have fuck tons of features, including Mega evolution.
