I'd say it's because Grass types tend to have a lot more variation in design bases. Mons of all types can be animals or objects, but if it's a plant, fungus or similar-looking organism, it kinda has to be Grass type.

Pre gen 6 Grass type is pretty shit

Bad offense type, too many pokemon resist
Bad defensive type, even good stats and movepool like Celebi can't live after gen 3
The only good thing was they couldn't be seeded

then Gen 6 came and made them unsporeable
, then we have Grassy Terrain.

Anyway in most Gen, Grass starters usually ranked second in usefulness, with Seviper being the exception.

Mono Water or Water/Ground, probably. Don't get me wrong, it's not like I don't think it's weird that Cradily is Grass type, but it's in line with what else qualifies as Grass type (Paras, Shroomish, Tangela, etc).
