It was a flower, plant monster with a face at the roots, that they haphazardly changed into a bullfrog with ears and just went "fuck it, this doesn’t look great but we aren’t remaking the sprite" and just sent the game out as-is anyway

They probably wanted a "battle ready" stance, but couldnt figure one out for venusaur. So intead of going the logical route, and having maybe its tendril vines out and ready, they decided to point the goddamn flower at the player.
