TPCi are a wholly-owned subsidiary of TPC, whose job it is to handle the marketing and advertising of the franchise in every non-Japanese territory of the world in concert with their parent company TPC, who handle the Japan-only marketing/advertising of the series. TPC are in turn owned by Game Freak, Nintendo and Creatures, split 3 ways (but not evenly as Nintendo own the franchise master trademarks, so only have a 30% cut of TPC).
TPCi do exactly what head office tell them to and head office do whatever Game Freak, Nintendo and Creatures decide what the best course of action to take is.
