Nice headcanon.
Volcarona is a special encounter Pokemon in its debut gen, postgame in XY, and an extremely rare find in SM that also requires backtracking and won't even evolve by the time you beat the game. Frosmoth is a common Pokemon, so it should not be in the same league as Volcarona.
