Stall is a clearly defined archetype; you use a reactive, passive set of mons that can reliably counter as much of the meta as you can manage, and you play for self-preservation over trying to achieve any win condition. Rude Manners' team is bulky, but is closer to balance than stall: Rotom-Wash and Ferrothorn do not last long enough for stall, Mandibuzz is using a pivot set, and Clefable is running CM. It's clearly built around setting up Toxic Spikes and trapping Toxapex for Clefable, then sweeping with CM. Wheezer's is clearly not stall and Toxapex is the only mon on his team that makes sense on stall (but it's not bad outside of stall either). What happened this match was that Wheezer didn't have good ways to break Manners' defensive core, and Manners failed to eliminate Pex and other obstacles to Clefable's sweep, so the game became a stalemate and both players refused to forfeit knowing the other could not make them lose.
