Let me lay something out for you plain and simple because you're clearly too busy huffing paint in your parent's basement to reach this conclusion yourself; there are too many Pokemon, even discounting NFE's and cover legends which are either near unusable or banned in most formats, to properly balance a mechanic that literally every Pokemon can use. Z-moves tried and in comparison to Dynamax it was damn near perfectly balanced, and that seems to be about as good as we're ever gonna get for blanket mechanics. There are too many options, and too many variables to consider when it comes to attempting to make a blanket mechanic that's actually balanced. That's why the precision-based approach of Megas was a far better way to fix a single Pokemon; because you could focus on fixing that Pokemon and that Pokemon alone.
To actually answer the thread question; the only way to fix Dynamax would be to effectively nerf Max Moves to be Z-Moves, but with lower BP and keep Max Guard the same, then have an item requirement. Now it's more on-par with the previous two generations of battle gimmicks as it's still item locked, and while it hits for less than Z-moves it makes up for it by having the ability to choose from multiple types for coverage for several turns. Then fix retarded decisions like making them immune to weight based moves. Seriously who thought that was a good idea?
