I think so, if you look at the numbers in a vacuum. Meaning, ignoring dex entries. So if Eternatus does have higher stats than Arceus, we could say that the former could physically overpower the latter. Does that make it 'stronger' than God? Maybe, but Arceus could just will it out of existence right? So maybe it's not as clear here

Arceus is a fraud that the people of sinnoh created to stay relevant in the world. All Pokedex entries for Arceus in other regions make sure that it's only god according to Sinnoh mythology the same way we'd talk about the gods of some primitive tribe.

arceus will be retconned as just one of the 1000 arms, each reveal of a new arceus will be more op to keep up with power creep and ever more apocalyptic legendaries. not saying any of this as a bad thing either. i'd be fine with seeing wildly different looking arceus versions that are each just a small fragment of arceus's avatar in the world.
