ORAS Sablenite and trappers in general. You could maybe count GSC Celebi since it's not really stronger than Snorlax (nothing is bar maybe Mew) and is banned more for slowing down the game too much than being too good, but that would also fall into the pre-banned category I suppose.

Smogon bans are whimsical because there is no guideline for what constitutes banning, therefore the people voting just ban what they dislike rather than adhering to any kind of objective standard.
People who get high enough ELO to vote aren't thinking about "is this pokemon over-centralizing to the metagame?" They just vote based on if they are annoyed by the pokemon or not.

Toxapex isn’t used on Stall.
It’s a defensive pivot for balance teams.
Stall teams would rather run half their teams being Hazard control and they prefer Quagsire and Clefable for Unaware, then Chansey in the last slot.

Stall is a CATEGORY of strats meant to prolong the game. Some of them might not use Toxapex, but there are also ones that do. And if Toxapex slows the game to a crawl even on teams that aren’t stall, that’s all the more reason to ban it.

Seriously this isn't a lot, Gyarados has 300 with 0 IVs or EVs. It has lots of recovery and the defenses make up for it but its actual max HP is bad.

It's a single archetype, there are only so many changes you can make to the formula before it fails as a stall team. You can tell yourself that any team with a Toxapex or a Ferrothorn is stall but pretty much everyone will immediately recognize it as a cope.

This. I was saying this last gen already when people were running 2-3 regen Pokemon on one team and switch stalling infinitely. We have less regen mons know but also less ways of beating them since the overall power level dropped a ton (no, your one trick pony fossil doesnt count).

The fundamental problem with 6v6 Pokemon is that the defensive player has access to their typing on the immediate turn they switch in while the offensive player doesn't get to utilize their attack until the turn after. Building your team around offensive variety doesn't do much when they just instantly switch out to a better type when you try to switch. Even a double prediction isn't going to let you hit them.
