There's also the fact the main movers and shakers from Red/Green are still at the company and are VERY much of the mindset that you don't need a massive crew of people to make a game (that's actually the foundation of Gear Project - if 3 or more staff come together to work on an idea for a game and upper management think it has legs, they greenlight it and encourage them to go for it, providing they're up-to-date with their contracted work for the studio). To this extension, they don't really see the need to expand their studio too drastically (especially as until BW's development, the studio WAS the size of an indie dev set-up, the same team, expanded slightly from Gen III making all games up to HGSS, where they'd finally hired enough staff on to split up into two teams, one to work on remakes and uppers, the other to create the new Generation games).
