If only Gyarados could Dynamax, it would definitely make it the most used Pokemon, but it would be miles easier to handle than every Pokemon being able to Dynamax.
You could (potentially) find a counter to Gyarados even after it Dynamaxs, but you also have to find a way to counter

And if you are going to “ban to top threats”, then you will be banning a lot of shit until Dynamax is effectively useless.
On top of that, you also have to be 15 steps ahead of your opponent with positioning and shit since your opponent can Dynamax anything and it will almost always KO something or cripple most your team.
Gigantamaxing solves all 3 these problems
