probably because they see hail as a counterpart of sandstrom, both dealing damage each turn, while rain and sunlight don't deal damage but boost moves.

Hail is the only weather that only has one effect. No wonder Ice is the worst type. Hail needs to also boost Ice type moves so it has 2 effects like all the other weathers.

It should be

And while your at it, give ice a resistance to water and remove it's weakness to fighting and also give all ice types, and only ice types access to freeze dry.

Because Hail does overtime damage.
6% is not much, but after the 5 turns it's 30% damage to a Pokemon, 48% with rock.

Rain also boosts the accuracy of Thunder to 100%, and Sunny weather allows Solar Beam and Solar Blade to be used in a single turn.

I'm not aware of anything similar for Sandstorm or Hail.

Because it boosts Rock types' special defenses by 50% so it'd be broken if it also buffed their attack. That said, Hail should boost Ice types' defense stat.

I would like it if hail boosted the speed of ice types in hail. I think something like a def boost would suck since ice is terrible defensively so speed could be neat although idk what would happen with slush rush

Make Hail heal ice types. Fuckers with Ice Body get double healing. It would benefit the abundance of slow, defensive Ice types and Hail would be unique instead of being shitty Sandstorm.

Hail doing nothing isn't good variety. It could boost defense as a counterpart to sandstorm. It'd still be garbage since most ice types die to a spit but it'd still be something.

This is hardly a defense for hail being on par with others because rain makes Thunder bypass accuracy checks and Hurricane is also 100% accuracy (though I'm not sure if it also bypasses evasion)

Make hail boost defense for Ice types by 50%. That would go a fucking long way for make it competitive with other weathers.
