The Japs also romanize stuff like "Mach" as "maha" and "wood" as "uudo", so I wouldn't be surprised if that was some weird way that they handle the "vu" sound under certain circumstances.

The latin word ovum is spelled オウム oum in Japanese, that's why. That said, official Japanese names don't always make sense when looking at their actual spelling. Rayquaza's Japanese name is Rayquaza, but its spelling is レックウザ Rekkuuza (from 烈空座) for example, which is pronounced differently. That isn't exclusive to Pokemon either, a lot of times it boils down to "well this English spelling looks cooler, so let's go with that."
