Marnie is overdesigned garbage that plays to a fetish - punk girl - and has no purpose other than that.
Every part of Lillie's design is informed by her story arc, and contributes to your understanding of her character. This is also why Lillie's costume change near the end-game is meaningful; she's become someone else, so her design must change to match.
Since Marnie only exists as fetish fuel and has no development, her costume changes just exist for her to play up different fetishes. She's a fuck doll.

Marnie's design is perfect because only by her look you can see her personality, a girl who wants to be tough and strong while in reality is gentle, frigile and insecure about herself. Indeed those factors are seen through the game by her dialogues and animations.
