Gen 1's sprites look like they do because they were made before Sugimori made artwork for the sprites to be based off of.

The eyes are so fucking bad, it looks like someone tried replicating gen 1 eyes and failed.
The design is shit anyways, but the eyes take it from a shit design to something that looks like it came out of one of those shitty Pokemon parodies where everyone speaks like Speed Racer.
