Durant is perhaps the only exception, but the steely exoskeleton is a pretty huge component of its design that takes priority over its burrowing habits. Then you have Dugtrio, Steelix, Flygon, Hippowdon, Garchomp, Excadrill, Stunfisk, Diggersby... all Ground types. Ground isn't a type that applies to every land dwelling Pokémon, contrary to what every retard that tries to justify Grapploct's type seems to believe, it applies specifically to Pokémon living in sandy or muddy environments, or underground, or having strong earth bending powers.
Meanwhile Water IS a type that applies to almost every aquatic Pokémon, like generic fish mons; sure, there are some exceptions, but all of them prior to Grapploct have made something interesting with their type, usually creating unique or rare combinations like Rock/Grass, Electric/Ground or Poison/Dragon; in other words they also had a theme that took priority over being an aquatic creature. Not to mention that Water/Fighting is still extremely rare while pure Fighting is very abundant, essentially it's the opposite of the reason why Stunfisk was changed from Water type during BW development and it feels really asinine all around.
