Cipher, Aether Foundation and Macro Cosmos are the ONLY good grunts ever made. The only ones that use varied teams of actually evolved and threatening pokemon.

All the other grunts are unevolved shitmon bore-fests save for the odd scientist who uses Kadabra. And no, I’m not counting Raticate, Golbat, Dustox and Mightyena as competent pokemon.

You can technically do all of that after Morty, so makes sense they still have unevolved shitmon.
I don't know why the remakes didn't simply add multiple teams based on the number of badges (if you only have 4 they have shitmon, but if you have 6 they have raticate, muk, golbat or hypno)
