The fastest Rock-types don't have actual rocks on their bodies (outside of Mega Evolution), so I looked at some Pokedex entries to get an idea of speed. Rolycoly, Onix, Graveler, and Rhyhorn all seem to be able to move quickly in lore, but one Pokemon stood out in the realm of speedy stones:
>Even sealed in its shell, it can move freely. Hard and fast, it has outstanding destructive power.>Its body is as hard as bedrock. No idea if the rocket propulsion thing carries over after it evolves
though I like to think a Tyranitar could manipulate its Sand Stream to a similar effect but, as Huntail/Gorebyss and Shell Smash demonstrate, it really wouldn't matter.
