Dusknoir, Metagross, Honchkrow, Rampardos, Aegislash, Snorlax, Galvantula, Staraptor, Altaria, Krookodile, and Heracross.
Spiritomb is especially worth noting, as it can learn both confuse ray and toxic. A setup one would REALLY want to switch out of. But I guess that's the crux of the move: the user needs to set up a situation where the opponent would want, or ideally need, to switch out.
I'll concede that it is not a good/popular move, because there are almost always better options. On the other hand, I will say that switching is far more common in lower levels of play, where... "situational" moves like pursuit and brine are also more common. So why pursuit got cut and brine is a TM, I don't know. It's fucking haphazard, man.
