that would be a bit too broken, maybe. But a reduction of recoil damage and hjk damage would be ok

If it did it'd be too good, it'd need to have a drawback.
How about just halving the damage? It'd be useful while not being too broken.

It wouldn't be even close to too good. The opportunity cost of not using a choice item, AV, Leftovers, Life Orb or even an Expert Belt is enough of a drawback.
