The point is that despite its Pokédex entries talking about how it will attack its enemies, it can't even use attacking moves.

It fists its enemies when Innards Out activates. It's a reference to how some sea cucumbers actually spit out their innards for defense, except Pyukumuku's innards are a giant fist.

Counter works well on Unaware Pyukumuku, except I don't know whether you can call that a direct attack move, due to it requiring the enemy to attack first

Like it does in the anime/Pokédex and just have it be able to just straight-up punch.
If you still want to keep the status moves-only thingie you can make it fall on a grey area by having a signature move with variable damage like Crush Grip or Flail.
