In any case, there's no way to implement a fixed version of HM's anymore because of the always available PC. The point of using your pokemon to explore the world is rendered redundant by the fact that you can just pull out X pokemon to overcome an obstacle, then immediately boxing it again.
Not saying the new PC is necessarily bad, though, just that it's completely incompatible with HM's
