The main problem of ice is game freak being retard who only made two kind of ice type
-slow bulky one
-fast one with no coverage
So basically you have a bunch of pokemon who aren't playing on the strenght of the type, they even exacerbate the type weakness and the one who could are walled by the first steel type you throw at them.
G-Darmanitan is the proof GF know how to make strong ice type, they just choose not to.
