They plan to gradually make some forms more common during certain time periods. In fact in VGC every rare gmax is banned till they get an event that makes them common.
They probably wanted to completely lock them out of the game but knew people would have complained more.

This pisses me off to no end. This gimmick was so poorly thought out, it's like they had no idea how impactful giving moves that boost stats would be, and they just figured "Oh well if we give them a unique effect, surely that means it's better!"
They don't even get different abilities or anything, it's like they went out of their way to make this gimmick as uninteresting as possible.
