Neutral. There's nothing hard to understand there.
At the very least the Elemental punches and things like Blaze Kick should get the fighting type as well. If they were to work like Flying Press (only Fighting Pokemon gets a STAB), only Pokemon of their primary types would get a bonus.

Because they tried once and realized that the concept sucks, as in it is actually useless. You have overall worse coverage than if you ran two moves of the type in question.

Because it’s worse than having 2 moves from each type, the only situation where flying press with be better is against a minuscule group of pokemon like sawsbuck and abomasnow
