Honestly, the internet happened. Understand the things Masuda said about kids and smartphones and the same thing applies here. If people want to look up information about Pokemon there's multitude of sites that can offer way more info and is much more intuitive to use than the Pokedex ever was. They could make the dex useful sure, but when you look at the other areas the recent games have been lacking in you should feel glad they didn't bother with the dex when you consider all the effort spent on it would have detracted from the already low effort base game. Times are changing and that's ultimately resulting in a lower quality product with less attention to detail but what can you do?
