More of a check than anything. A counter needs to be able to switch in and then either survive the next attack or outspeed for the kill.

Only Earthquake can OHKO on scarf'd
Every other move it typically carries can't even 2HKO Cinderace
Darmanitan so if it isn't already using Earthquake it's forced to either switch or die

No, that's a check. Checks cannot switch in safely but can force the opposing Pokemon out. Cinderace is too frail to take much of anything G-Darm does, so it's not a counter. At best it's a check for non-Scarf variants.
