It was two years between the Kickstarter Demo for Undertale, which was basically through Toriel, and the full game. Deltarune seems to be a bigger project, and he mentioned assembling a team, and he's obviously gotten side tracked along the way by other stuff as well, but hopefully it won't be more than two or three years from the date of the Deltarune Chapter 1 release. They say Toby Fox had the main theme for Town done over night, so I'm thinking he didn't spend a ton of time working on his tracks for GameFreak.

Yes. There is literally nothing original about Undertale. It's one just combination of references to other things people like down to Frisk looking like Madotsuki and Flowey repeating almost word for word dialogue that Porky says to Ness at the end of Earthbound

it's reference heavy but claiming undertale has no original elements requires you to be reductionist to the point where you're arguing that all art is derivative - which, strictly speaking, it is, but that's a statement of sophistry. intentional references (which most of the undertale playerbase won't have gotten, by the way, that's not why people like it) don't preclude something from being creative in other respects
