Rose goes with the excuse that "we have this energy crisis in a thousand years, and we need to solve this now," without being fully aware of how exactly the region *could* change in 1,000 years, much less whether safer and more pragmatic energy sources could exist during that time. Rose himself ordered Bede to gather Wishing Stars. You know, those things that he fashions into Dynamax Bands for new challengers so that they could Dynamax. Rose and Bede snatched them away from trainers, and he restricted the number of people who could Dynamax. This not only made the Gym Challenge more "exciting" to fans (the majority of challengers couldn't Dynamax, so that was why they lost to people like Kabu who could Gigantamax), but also made those people not as skilled in fighting off Dynamax Pokemon in general. So if Dynamax Pokemon went wild in Galar, only a few people could suppress them. Rose knew (or implied to have known) that Eternatus is the origin of Wishing Stars, and that the type of energy it produced would have been extremely dangerous. Even so, he tried to abuse the Pokemon, hoping that it would give him the energy he needed to be greedy.
Rose didn't care about solving Galar's issues. He cared about being the *first* to solve Galar's issues, not only bringing him immense press and PR, but also to capitalize on an energy source that he would patent and profit the most of out of anybody in the region. Rose chose to do this during the championship match, the most televised event in Galar, hoping that he would be the one to make the most money and boost his company's financial standing.
Rose was perfectly fine with Bede and Oleana's underhanded tactics to amass Wishing Stars. Rose only dismissed Bede because his actions made him look bad when Bede destroyed what everyone assumed was a mural in front of the public.
