They can. Smogon tiers are based on how much a Pokemon is used, not how good it is. Though the two overlap.

It's not bad design, it's reality. It's impossible for all Pokemon to see the same amount of usage. As the metagame shifts, usage of certain Pokemon will rise and drop accordingly.

BST means nothing. It's how the stats are distributed that matters.

Pokemon was not made for singleplayer. The singleplayer has always been afterthought. The focal point was always the multiplayer elements i.e. trading and battling with other players.

No, it's a legitimate niche mon now. They use it because it is a bulky fire, therefore a Clefable counter, and can pass Wish. Centiskorch and Arcanine see usage for similar reasons.
