They fucked it over so hard in the first gen 7 games they're still trying to make up for it.
Wouldn't be surprised if they didn't design throat spray with kommo-o in mind too, though it was almost certainly primarily for toxtricity.

In singles kommo-o is better user, so I'm guessing you're a doubles guy.
It's no secret that gf has no idea what they're doing (see: not thinking people would run mixed/special aegislash in gen 6 when it had 150 special attack), and it's reasonable to think that they'd make a sound based item for a sound based pokemon that seems like it'll get some sort of marketing push based on its treatment ingame.
