I’m admittedly talking out of my ass on this one, they never say why they did it in interviews, but I can’t think of any other reason to lock New Mauville for the players other than that one particular reason. It’s like how Dusknoir or Gallade can’t be acquired until postgame unless you have a friend with their evolution items; I do not understand why the Gen IV evos would be introduced in the regional dex, but the options to get them are locked behind the endgame for players.

It baffles me that they keep saying shit like that. Saying that there's actually a lot of content for the game "in lore" isn't worldbuilding. It's like they're just doing it to making fun of the older fans at this point.

They don't even let you access a handful of them. OP's image is the ENTIRETY of new mauville in oras. Yes you read that right, the whole maze from rse (which was already easy enough) is replaced by this single room.
