Not like it matters. Only a few legendaries are crucial to keeping the world together. If a villain caught a kyogre or dialgia, then they could really fuck up the weather or timeline. But if a trainer is using a darkrai or heatran, who gives a shit. They're not governing anything important in nature.

Darkrai and Heatran aren't legendaries at all
They are between super rare pokemon/mythical pokemon

They are the same of rarity as rotom from Gen 4

Heatran is legitimately considered a legendary in the games despite having absolutely no lore or relevancy to anything, Darkrai is a mythical which can be whatever the fuck they want it to be since from Gen 4 onwards they’re mostly just mascots for upcoming movies.

Only certain legends are one-of-a-kind in actual canon, such as box ones or Mewtwo. Most of them are just exceedingly rare Pokemon that legends appeared around due to their scarcity. As for the anime, it has always been and always will be a joke. The movies aren't even canon to it's own fucking canon for Christ's sake.
