Kanto had no actual Dark-type Pokemon aside from Mega Gyarados, so a lot of those regional forms were given the Dark-typing so that the type finally has proper Gen 1 representation.

Still, only 6 out of the 18 regional forms in Kanto were given that typing in Gen 7.
