I think that question can only be explored if the pokemon creators would finally fucking reveal how the governments in that world operate and what the history of each region politically and economically is. how else would you talk about war then?

There is no government. pokemon takes place after ww2 were japan never attacked the US and the nazis opened the portal to another dimension winning the war and converting all world animals into mons. governments have been absolved and entire countries have been lost to the poke hordes.
