If it's pure electric, no way it's not OU. Band or Scarf would be great, Bolt Beak would still but like a truck, Brave Bird is great coverage alongside it and so is either of the Fangs. Volt Switch as the final moveslot for choice sets for obvious reasons. 105 Speed is insanely fast this gen and will outspeed all but the fastest stuff. Hell, Volt Absorb is still a great ability if you don't want to miss.

Adding Rock typing makes it weak to Mach Punch and loses its resistance to Bullet Punch , plus making it way harder to swap in, but it's still probably OU. It'd be a great momentum keeper.
