You have to be born in that region to challenge that particular region's Elite Four and Champion, if you were born in Kanto then you get to challenge the Kanto Elite Four and Champion, if it was Sinnoh then you get to battle the Sinnoh Elite Four and Champion.
So Ash is only a Tournament Champion/Top Trainer of Alola, the battle against Masked Royal/Kukui was an Exhibition Match, he is not the Alola Champion, that title is still Kukui's.
