So why are they in Sword and Shield but not the island guardians, or any other group of non-boxart legends?

Because the high amount of unova mons, points to a remake for sinnoh. If the rumors are true, gamefreak will only allow gens 1-4 mons in the remake, cucking all the other gens, specifically gen 5. And if the rumors aren't true, i can assure you gen 5 mons will have lowest presence in the remake because they're all in swsh.

Also all the other legendary and mythicals not in swsh, will probably be event mons in the remake. It makes a little more sense for a legendary like Xerneas to appear in sinnoh than the three musketeers.

There's nothing they can add in a Galar rehash. All three Galar legendaries already play a role in the story and have alternate forms.

My guess is that because Turner designed a lot of Gen 5 Pokemon, he had a choice in picking and choosing which Pokemon made it into the game, and picked a lot of Gen 5 Pokemon because... well, of course.
