the tl;dr of black holes is their gravitational forces are so extreme that they can break the rules. If you could step outside of the 3rd dimension into the fourth dimension, you could (potentially) re-enter the 3rd dimension anywhere on its surface area, which would cause you to re-emerge in the 3rd dimension at a different time period.
Imagine a 2D space with a line on it. As a 3rd dimensional being, you can place your finger anywhere you want on the 2D space, but a 2D entity would have to actively move across the 2D space to reach the same points.
that said, almost everything about black holes beyond "its a weird black sphere that appears to absorb everything that falls beyond a certain point and otherwise spits out a fuckload of radiation, all caused by insane concentrations of gravity" is entirely theoretical since you can't really test anything.
