Sylveon has a niche in OU as a Wish user that is able to check common threats such as Hydreigon, Dragapult, and Clefable. It faces stiff competition from Clefable, but thanks to Hyper Voice and Pixilate, it's a much more efficient check to common Substitute users like Hydreigon and Dragapult.

Its not really... used much though...

Because it's not an all-around goodmon you can throw on every team, its use cases are more specific. If you need a hard counter to Clefable (and a few other things like Rotom-Cut and Dragapult) that can pass Wishes and hit hard enough to avoid giving out free switches, Flareon's your mon. That set of traits is useful for certain balances and not many other playstyles. 1% isn't bad for that kind of build-specific mon, last gen you had things like Suicune and Pyukumuku hover even lower.

It still has Foul Play, not a terrible mon but it really only fits on very fat teams where Mandibuzz gives it a ton of competition.
