Why are none of the npcs allowed to have a full team of 6 pokemon anymore besides the champion and a couple of post game fights?

5 Raticates is nowhere near as strong as early gen NPCs were. If an NPC that wasn't a champion or a late-game rival had more than 4 Pokémon, they'd be unevolved shitmon. And even then, I really don't remember NPCs other than a champion or a late-game rival using a full team except for that running joke with the fisherman and his team of 6 Magikarp. OP is one of those nostalgiafags that don't play the old gens.

I distinctly remember gen 3 having an ambush double battle against a team of 6 pokemon that was actually fairly challenging.
